Biography:
Mrs. Frances Bell was born in 1835 in Frederick County to Rebecca (Selby) Elder.
Like her sister, she was born free. Somehow she learned to read and write, during a time when 80% of African Americans were illiterate.
Probably around 1858, Ms. Elder married Mr. George Bell. They lived in Westminster. He worked in the mines and on the farms and she kept house. The Bells had seven children, who grew to adulthood.
Mrs. Frances (Elder) Bell died on September 11, 1921 at the age of 85. She is buried at Ellsworth Cemetery.
